I need a skills for the tracker 95-96 lvl fire crossbow and the frost bow.

1. Hi, I've never really played a tracker before and I'm wondering where should I be getting my EQ from. It started to be really tricky as I'm getting close to levels 40+. Are there any shops to unlock or should I just try and get the items from quests?

2. I would also appriciate a small guide on how to set my skill points. For now I see many weapons with frost dmg within my reach so I imagine that's mostly what I should go for. Magicka + Frost Shot (or whatever is the name :P) so I have the highest chance to get those freezes.
